What is Title III?

Title III at Elizabeth City State University (ECSU) provides critical funding through the Strengthening Historically Black Colleges and Universities (HBCUs) program. These funds support ECSU’s mission by enhancing academic programs, strengthening institutional capacity, and ensuring student success.

Title III is authorized under the Higher Education Act of 1965, as amended, and includes both discretionary and mandatory funding streams, such as the Fostering Undergraduate Talent by Unlocking Resources for Education (FUTURE) Act. These grants assist ECSU in improving its academic, administrative, and fiscal capabilities.

How Title III Supports ECSU

Title III funding is used to enhance various aspects of ECSU, including:

  • Academic Excellence: Strengthening instructional programs, faculty development, and student support services.

  • Campus Infrastructure: Renovation and improvement of academic facilities, libraries, and laboratories.

  • Institutional Effectiveness: Enhancing research capacity, fiscal management, and accreditation efforts.

  • Technology Advancement: Improving IT infrastructure, cybersecurity, and digital learning resources.

  • Student Success Initiatives: Supporting tutoring, counseling, and retention programs to enhance graduation rates.

Funded Activities at ECSU

Title III funds various activities to enhance the university’s mission and student experience, including:

 

Strengthening Historically Black Colleges and Universities Program

Title III-B authorizes the Strengthening Historically Black Colleges and Universities (HBCUs) program award grants to eligible institutions to assist them in strengthening their academic, administrative, and fiscal capabilities. Funds may be used for the purchase, rental, or lease of scientific or laboratory equipment. Also supported are the construction, maintenance, renovation, and improvement of instruction facilities and physical plant. Funds support faculty exchanges and the development of academic instruction in disciplines in which black Americans are underrepresented. Projects may support the purchase of library materials as well as tutoring, counseling, and STEM programs too. Additionally supported are: funds and administrative management; joint use of facilities; establishment or improvement of development offices; establishment or enhancement of programs of teacher education; establishment of outreach programs; and other activities that a grantee proposes in its application that contribute to carrying out the purposes of the program and are approved by the Secretary as part of the review and acceptance of the grant application.

Fostering Undergraduate Talent by Unlocking Resources for Education (FUTURE) Act Program

These programs are typically funded through annual discretionary appropriations; and with additional annual mandatory appropriations provided through the FUTURE Act, which extended mandatory funding beyond fiscal year 2019. Supported activities may include the purchase of rental or lease of scientific or laboratory equipment for educational purposes; the construction, maintenance, renovation and improvement of a classroom, library, laboratory or other instructional facilities - including the purchase or rental of telecommunications technology equipment or services; and other activities designed to increase the institution's capacity to prepare students for careers in the physical or natural sciences, mathematics, computer science, information technology or sciences, engineering, language instruction in the less commonly taught languages or international affairs, or nursing or allied health professions.
